        My theory is that small businesses are exempt, expect for consent.

        I have to read the entire bill, to get an idea of exactly how it is worded, and what is intended.

          ok… so unfortunately ‘small businesses’, which is dependent upon the SBA’s definiton, seem to be exempt expect for the ‘consent’ clause

      Where does it say that? It only says that the controller must mention it in their privacy policy.
