Biden, commander in chief of the armed forces pursuant to Article 2, Section 2 of the US Constitution has unilateral authority to approve, disapprove, or condition arms sales to Isreal. I don’t know what you think is constraining him.

While we, as individual tax payers, do not make decisions on where the money is going, why do have control over who we elect to represent us (to some extent in our two party system).
