All of those can be taught in a civilian way, ideally in school. As much as I personally hate exercising, schools do need more PE and more sports and civil service events that would tie people together. Discipline, too, is part of a solid school background, although, and this is the problem with the army too, it must not be confused with obedience.

Policemen are instruments of law, of course. But not having them means all laws become impossible to enforce - and I’d kindly like to be protected from murder, arson, robbery, assault, fraud etc.
In an established anarchist society it is theorized to be possible to go without laws by various means, but our world is not that.
In before times, crimes were easier to stop as people primarily lived in small communities and it was easy to find out and exclude people, which then often meant death.
But even still, plenty of today’s crimes were rampant. As much as I’d love to see anarchism in action, this requires core changes to the structure of society, and we’re not at the point where getting rid of police will be a positive step forward.
“The state’s will” in most cases is to stop a murderer or a robber or whatnot.
People work for the police not to become the instrument of the state, but to prevent actual crimes. The rest sadly often comes after.
