The bad part is what happens when the budget bill doesn’t pass. There are two valid possibilities:

• The previous year’s budget is provisionally renewed as-is until an agreement is reached
• The non-passing of the bill acts as a vote of no confidence against the government and elections are held. In the mean time, the previous year’s budget is provisionally renewed as-is.

Shutting down funding for government services is an incredibly dumb way to handle it.

Changing something about the appearance of of the image is done often. But I don’t think blurry would do unless it’s a really short flashback. It would either look like a mistake (camera not in focus for instance), not be intense enough to be apparent on smaller or lower resolution TVs, or be distracting and annoying to the viewer (say, some sort of foveated motion blur).

I wish casinos had fun games with small bets. Like, I don’t know, poker where you can play several hands with 20 dollars.
