Sizes feel like they’re mostly made up, especially for stuff in the ladies section. The only success I’ve found with reliable online sizing is with stores that cater towards expensive selvedge denim (and similar clothing) - they usually go with the actual garment’s dimensions so that it’s easy to compare with a similar item from your wardrobe.

I’ve used Moonlight (app) and Steam Link (both the app and discontinued physical hardware). They’re both pretty decent, but I haven’t used either in ages.
It depends on what you’re trying to run, but both are free so you should just give it a try.
Edit: I misread the original post as being some silly question. I used to use the physical Steam Link for watching videos a long time ago, but if you’re just running video files I’d recommend something like Plex.

Not a childhood game, but the Japan-only SNES strategy RPG Fire Emblem: Genealogy of the Holy War is a great handheld emulator game! There’s English patches for it.
Some random games from the mid 90s and earlier that I enjoyed when I was younger:

GBA (not of this era, but they’ll probably run on your Anbernic): Fire Emblem (any of the GBA games, but Blazing Blade aka just Fire Emblem is a great starting point), Metroid Fusion
