Apparently, they carefully document and tabulate the total theft of return shoplifters. Then, when they have the chance to catch them, they hold on for longer without doing anything. The thief gets emboldened (and has no idea the total dollar amount). Then, Target swoops in, and has law enforcement there waiting. Suddenly, it’s a felony charge based on the accumulated loss…
