Cell tower with street lights on top and grating to kind of hide the cell part is what I’d say
Grating might also be for protection from things like nesting birds. I prefer this over the obvious fake but pretending to be a tree versions.
California does a good job with the tree disguises so I’m a fan of them. You can still tell but still nicer. Not sure about other places lately
I looked up some images, and there’s some that aren’t bad. The ones on the East that I’ve seen are the basic skinny tower with some Christmas tree-like foliage up and down, jutting far above the pine trees, so they stick out more than if they had just left it a bare tower.
I think it is hilarious that there are oil derricks in fake buildings in LA.
As much as I agree the fake trees seem fake, they’re surprisingly effective.
I’ve asked people about cell towers on a hill nearby, and no one has ever noticed them. I tell them they look like fake trees, they still don’t know.
Our brains are pretty good at filtering out seemingly useless information.

A giant IUD?
It’s a communications tower. Like for wireless Internet or cell transmission. The whole thing itself isn’t a radio, it’s mostly just a structure to attach smaller radios in a 360 around the tower (usually these radios can blast signal super far, but in a limited field of view, so you use 3 or 4 of them to go a full 360 around).
